The best-known response platforms, Loopio and Responsive among them, are North American and built around English-language RFPs and security questionnaires. For a European supplier answering public tenders, three things shift. Public notices arrive through national and EU channels rather than through a sales pipeline. The documents are written in the procurement language of the jurisdiction, not translated into it. And where the data is processed becomes a procurement question rather than an IT preference.
Tendaro suits European bid teams that want discovery, document analysis, company knowledge and answer preparation in one platform, with a workflow shaped around public-procurement conventions rather than North American sales processes. The application database, uploaded documents and backups are held in Switzerland. Model inference uses named, contractually bound interfaces. The processing location and contractual boundaries are disclosed before contract. With the separately available Swiss Inference option, the model environment and inference also run in Switzerland. It is a focused, AI-native alternative to legacy proposal-management suites and more specialised than a general-purpose AI assistant.

Discovery tells you a tender was published and stops there. A response platform starts there: it reads the documents, separates mandatory from optional requirements, matches them against your company knowledge and produces sourced draft answers. Tendaro covers both in one workspace so there is no manual handover between finding a tender and working on it.
For a single paragraph, often. For a full tender, rarely. A general assistant does not know the structure of a tender package or your company knowledge, does not track deadlines, cannot point to the exact page a claim came from, and does not preserve the buyer's spreadsheet structure. Those four points decide whether a response is checkable and admissible.

Customer content is not used to train third-party models; the exclusion is recorded contractually. If data location is a procurement requirement, ask every shortlisted vendor to state the boundary in writing.
